If the title company and lender also demanded that proposed works be shown on the ALTA I might be prevailed upon. I can't see that happening.

I've never had any stakeholders that rely on the ALTA ask for proposed improvements (that's averaging preparing or overseeing 8-10 a year for the last couple of decades). 

Now in conjunction with financing land development projects I have shown proposed easements (noted as such) that are related to the development and are in the process of being created based on our in-house engineering designs. I think I showed proposed lots once back around 2007, but noted that the were based on an approved Preliminary Plan of Subdivision and the Final Subdivision Plat had been submitted and was under review - with the coinciding plan file numbers and approval/submission dates
