"parallel with" is the proper terminology as used in the description. However, it is used to further describe where the fence and boundary are located. That is quite a bow, and I would be double checking for evidence of the fence being moved. Absent that, the fence is the called for monument and controls more general descriptive calls such as "parallel with" some distant record line or monument.
