A most excellent example of the following truth:

(It doesn't necessarily preclude it, either.)
Also, the ethnicity of the PE is irrelevant to any part of this discussion. There are sub-par PE's of every stripe. I'm not aware of any one ethnicity being disproportionately represented by lame-o PE's.

It may be irrelevant, however, it does give a clue as to this person's knowledge or acceptance of our professional customs. In my area, we have followed up or dealt with a foreigner who seemed to think he knew how to survey. He wasn't even good enough to be a string puller or something back when the pyramids were built. He got his license revoked needless to say.
Oh, well, that certainly clears things up. Why the heck didn't you say so earlier? If I had known that....
I think you've given us a pretty good clue as to your knowledge, and not much else.
