Did you try uploading a RINEX conversion? OPUS usually takes DATs without complaint. Also, OPUS will often generate spurious rejection messages when it doesn't have enough CORS data to work with yet. Sometimes waiting a day and resubmitting is all it takes. (But it looks like yours is a well-aged file.)

Dane, you should be able to run the Trimble DAT2RIN utility from the command prompt with no problems. Is the antenna you're using on the list that DAT2RIN uses? It probably doesn't matter since OPUS uses whatever antenna type you select and relies upon the value of HARP that you enter. I don't think it reads either from the RINEX file.
OKay I got the Trimble dat 2 rinex file to run. I uploaded the o file just a little while. The file seems normal to me. To get the Dat2rinex to work I had to download and install and update program from Trimble. I am glad because, I was never gonna figure out the dos version.
Okay, in case anyone is following along the o file came back and it appear to have worked

The DOS utility DAT2RIN.EXE is a snap. Just copy your DAT file to the directory with DAT2RIN and the other files RECEIVER.INI and ANTENNA.INI.
Then, from the command prompt, change to the directory that has DAT2RIN.EXE and the DAT file. Typing "DAT2RIN" will bring up the help screen. Really, the main thing you need from it is the antenna code to plug in. The rest is just entering
DAT2RIN -rDInce -oDInce -AInceSurveying -a[pick an antenna code] filename.DAT
for "[pick an antenna code]", substituted the antenna code from the list on the help screen.
If you want to substitute TellySavalas for DInce, you can. The utility will generate the RINEX files with the same filename as appears in the prefix of the name of your DAT file.

I get the same message when I upload a fast static session. When I run a fast static session, I input the hi, antenna serial number, and point name at the beginning of the session. From looking at the rinex files it appears the 4000sse & ssi units will store a marker code each time you enter different setup info. So I end up with a rinex file that has 1 or 2 data sets after the header and then another "marker" in the right column. This makes OPUS think that the file contains more than one setup. I edit the rinex in a text editor to remove the data sets between the header and the "marker" where my actual session began. I also edit the first observation time in the header to match the time in the new first data set.
Sounds like you've already gotten it to work. If you run into it again I will be happy to post a before and after copy of one of my rinex files with the edits highlighted.

I input the HI,ant serial number,and point number before starting the session. I ran dat2rinex and sent the rinex file in WITHOUT ANY EDITS AT ALL and results came back.
