The Berne Convention Explained

Ostensibly, since the work itself has already been paid for with taxpayer dollars, the only reasonable charge would be publishing it - but $75 seems excessive, given any ordinary Joe can now self-publish their own hardcover books on demand via services like lulu.com, quite cheaply.

They should make it available electronically, for free. Their dithering about whether to release it for Kindle etc on their website is bogus. As long as they are using digital processes for producing it, they should be able to easily push out at least a basic PDF version. Let us enterprising surveyors figure out how what devices and bells and whistles we want from there. We can make it happen.

This same type of idiocy of putting a dollar amount in front of documentation that is expected to be the gold standard is beyond me. Same thing happens with ISO standards and others - if they earnestly and seriously expect people to adopt and use it, then they need to make it freely available, and change their business model elsewhere.
