In the viewport, PLAN enter enter. Viewport rotates to the new UCS.
now you can set the UCS back to world.
Been doing it this way since 1990.
The sweet thing about MVSETUP is that I'm not messing with the UCS at all. It only rotates the viewport orientation. I can have multiple viewports on one sheet in paperspace and each one can have it's own orientation/ rotation.

This is basically what I do, except I use the Align Space in Express Tools to automate the process. I doubt that's available in Intellicad, so I would revert to Mvsetup.
I don't know how it works in Intellicad, but in Carlson with autocad the easy way is to go to
View, Twist Screen and Line or polyline and pick the line that you want to be horizontal in the viewport. It will not change anything else.
I usually twist both model and viewport to the same line.
If you're using Carlson, this ^ is the method to use.
