I know not many folks use Microsurvey CAD here, but in the event one or two come across this thread...
Would anyone be able to import a few fully prepared TDS rw5 files into MSCAD, "re-coordinate" them (I think that's what you do), then just output Star*net DAT files? I have 3 or 4 one page .rw5's.

Not a user of this software, but why not just TYPE the control angles and distances directly into starnet. Just the controls, not the sideshots. that will take very little time even typing the stuff in by hand. Get the results when starnet processes, and put the correct control coordinates back into TDS and let TDS process the sideshots. Or, there are probably ways to get starnet to read the TDS rw5 files. Not sure you need to involve Microsurvey CAD, unless you are thinking that this is the quickest way to convert a rw5 file to a starnet readable file. Since I don't know the microsurvey software, I may not be helping at all......
