I am hoping someone can shed light on this; at my work we use Civil 09 Land Desktop companion. We got a drawing saved in 07 civil format from 10 civil3d. It didn't work right. Long story short I used 10 Civil3D and used aectoacad to downgrade the drawing and it worked fine, other than dropping the TIN surface.
Does anyone know if Acad handles those commands differently for converting or was it just luck of the draw?

The problem probably lies in that the person with C3D 2010 did a "saveas" and saved down to 2007, rather than the "Export to Autocad" command like you did.

Saveas will produce a drawing that won't work for you. However Export to Autocad will destroy all of the civil objects in the drawing (points, surfaces, alignments, parcels, etc.) and make basic autocad lines/arcs/blocks out of them.

The solution. Either have the person sending you the drawing do an Export to Autocad, or do it yourself. You can then have the sender export LandXML for the entire project, and then you can import it. That will transfer all of the civil objects. Kind of a pain, but a necessary step.

Does that answer your question?

oh, and I don't believe the wizard is any different than the command line.... so long as you select the same options.
