My advice would be to not do this. Not sure what proposed changes you are talking about doing, but are you familiar with manipulating layers within viewports?

As in layer states? Having certain layers frozen in certain viewports? Yes
I always thought it would be to much of a pain to try to deal with layer states in view ports but admittedly I haven't given it much time.
In my office we typically have been saving multiple drawings for a project in different states like existing conditions / proposed conditions / etc.
I've always thought that wasn't the best thing to do and that we should try to start working with layer states in view ports.
There are times where we will show existing and proposed conditions on one plan with 2 vp's this is where i like to copy a set of the line work in the model space.
You don't necessarily need layer states per say, you just need to freeze layers in the current vp.
