It has been over 30yrs so my information about the present test would be dated. One thing that is never dated is the goal to pass the test and how to study for and be prepared come test day.
Whatever area that you are failing in, spend time every day or as often as possible and do the work, the math, the science, the analytical problem, the law, the court cases over and over until you can understand the question faster and do the paperwork faster.
Repetition, repetition, repetition, etc
Don't set anywhere near anyone you know and a place up front amongst the first few rows would be preferable and don't look up until you are finished and have looked it over after finishing.
It may be a 4-hour test and I can say by knowing it doesn't necessarily take that long. I walked out 1st among over 400 people after two hours and that was after I had double-checked my math and spelling twice.

If you've taken it 3 times you know what is on the test so practice on your speed and test taking skills. Most folks in your situation know the material but struggle with the "test" environment. Trust your gut and your first response to questions.
Personal opinion. If you fail to pass the test in 3 tries you should be required to add more education to your experience before being allowed 3 more chances.
However, survering is not a lottery.
