I don't have the software can someone look at a file for me and see if deleting the first 15 min will help out the results

WordPad Works For Simple Deletions.

A RINEX is a simple text file, and WordPad is a text file editor.

I use it all the time to look at my files and most often may delete a few niutes with it.

I use teqc or decimate to reduce file size by going to 30 second data.

teqc is a free download so there is no reason that you should not have it.

Results using text editor (Topcon receiver/ not sure the antenna type/ HI shows as 0.00...). I selected the Topcon HiperLite, but you may need to update since the Rinex showed me this:

One Page Ralph

Data files have no strict concept of pages. Data has to be formatted to fit on the screen or the page. There are some text editors that will number the lines.

Each epoch of a PRN observation is considered only one line, however it may take 3 printed (screen) lines to display that one line of data (up to eleven observables). After 5 observables there is a line return. RINEX rules tell the software processor how many observables are available and he software goes to the next line after reading the 5 observables per line limit. The fact that eleven observables are available does not mean there will be actual data in the eleven data positions, some positions may be blank.

Depending on the number of satellites a printed page may include two to three epochs of observations.

You can parse a RINEX file by decimating from 1 or 5 seconds to 30 seconds and greatly reduce the data. One can further reduce file space by parsing to the 4 basic observables; L1, C1 or P1, L2 & P2. To do that it may also be necessary to merge the new C2 observations to fill in the P2 column.

A page or screen is just presentation. I recall that when I was at Bethlehem Steel I opened one of my data files on a monitor. I saw only 3 lines and thought some data was missing. I decided to scroll to the right to see how long a line was. At 26,000 characters right, the third line dropped out and I decided I would not scroll to the end. Now that I think about it I should have dropped down to the second line and scrolled left, which may or my not have worked.
