I can get this to work with points, but not with vectors. Do you store the QC data? That's the stuff I'm interested in, but every time I import the file I get another copy of all the vectors I've already imported. When I open the Properties pane and click on a vector, I get choices like 115112, 115112-1, 115112-3, etc., each representing a copy of the same vector. That wouldn't be a problem in itself, but when I export to an .asc file for import into Star*Net, the duplicated vectors all come over as independent observations, which they're not.

As an experiment I opened a job from July, made note of a vector that I would be able to identify and then imported the current version of the job from the TSC3. That vector was not duplicated using the preserve office edits option. Some of the vectors between control points have multiple vectors but they are legitimate re-shoots.

Upon further examination I can find no duplicate vectors in my experiment. Perhaps you have a glitch in your TBC software.

My TSC2 is set to store QC1 & QC2.

Have you tried a new TBC file then import a dc file and then import it again. I've had this issue before but some how got it resolved. It was quite irritating.
