I'm curious if you ever heard a response from Spectra Support @thepseudoranger. I believe I am having a similar issue getting connected to New Yorks RTN with Survey Pro v5.3 and Topcon HiPer V's. I get connected to the server and can't get past the "start survey" routine.

Do you happen to know if the NY network uses Lieca based SpiderWeb software? That is what the Florida network is, and it seems to have a conflict with Survey Pro.
