Yeah, I was thinking more about better surveyed places like the countries of Europe as, say Switzerland, Belgium, Germany, and France. Christof Lambrecht would probably have the best handle on how the National Grid is used for pretty much everything, boundary surveys, design, and construction layout, and without breaking a sweat. I'd say the wager stands that it is American cluelessness, as fostered by the various DOT's, that produces the "surface" coordinate systems.
