We need more information. Here a few questions that come to mind.

Did you try to constrain a single point?

Is you data static or kinematic?

Are there too many cycle slips due to multipath?

Are you using GPS, GNSS, dual frequency, or single frequency recievers.

Do your epochs match each reciever?

Not familiar with Topcon software, but Leica software used to make you pick reference (red) /rover (green) pairs of the occupation(s) to select the baseline(s) to process.

This looks similar, and they're all the same color (rovers)?

Maybe the software thinks all 3 setups are bases or rovers?

Throwing another spitball here, but have you downloaded rapid/precise ephemerides/orbits? Some software won't let you process with the broadcast orbits...

yes i did.

Data static 45 minet because my base line 29km.
Are there too many cycle slips due to multipath?
I am working in open area

The problem has been solved by downloading ephemeris orbits
