The Trimble spec is silent on the number of epochs for which the RMS value quoted applies, but it seems pretty unlikely they would advertise single-epoch accuracy if the mean of several epochs will be markedly better.

After looking at the Trimble specs some more, it appears as if they are claiming the specified accuracy after a minimum of 8 seconds, but with a disclaimer that YMMV depending.
