Last weeks launch of Galileo 9 & 10 start to make Galileo more of interest.

Are there free Planning Tools for the entire GNSS constellation?

For those using GNSS receivers has Galileo made a positive impact yet for you?

I don't understand why editing it should be blocked?

Download the almanac file here:
http://www.trimble.com/Support/GPD_Data_Resources.aspx
Right click the almanac and click "save link as"

It appears to have galileo in it, I don't use it so I could be wrong.

Are there free Planning Tools for the entire GNSS constellation?

There's GNSS Radar:

http://www.taroz.net/GNSS-Radar.html

You can click on the legend at the top right to enable or disable any particular GNSS. Can also download the web page and modify the Javascript code to suit---it's self-contained. (The boxes for location and time could use a little polishing, but once you have it customized, it's fine.) The default is a 12-hour view, but using URL parameters the duration can be set to anything desired, say 24 or 48 hours.

Thanks that is a great site to see if the different constellations will help you in your area.
