The school did not warn the community, nor the students. UC assumed the threat was over because Holmes dropped out of school.

That is all too similar to the pattern at Penn State, i.e. "It's OK, Sandusky no longer works here."
Does this sound familiar:
"I believe, until it's been demonstrated otherwise, that our people did what they should have done," said University Chancellor Don Elliman.
I definitely see a Clery Act violation. Whatever the Penn State Clery fine is, UC's should be 12 times larger.
I also understand Louis Freeh is available.

Paul, I'm not seeing a connection. What, if anything, should be done with people who drop out of school? Immediate mental evaluation?
There might be a little more similarities if Holmes had lured his victims one at time into a shower at the university and shot them.
Apples and oranges......
>UC assumed the threat was over because Holmes dropped out of school.
If anything they should have escalated their concerns because he dropped out.
>There might be a little more similarities if Holmes had lured his victims one at time into a shower at the university and shot them.
... and Colorado pretended they didn't know about it and continued to let Holmes use their showers ...

"Lets not turn this rape into a murder, OK?"
