Seems obvious from the google earth picture that, compared to his neighbors, Rand is that guy in the subdivision with a mobile home and chickens in the front yard.

Not if you're paying him to mow your lawn. In fact, if he is mowing over the line to his lawn on your dime, maybe you have some adverse claim against him based on how far into his property he mowed.
