Perhaps they paused to read Scott Z's post ("Rhenish rods as a unit of measure") in the middle of preparing that sketch, and mixed up their units.

What the client actually wanted was for the 14.25 "radius" to be the diameter for the interior "bolt hole circle" (the diameter of the circle the smaller circles reside on).

addition: it is amazing to me how many drawings I get with basic errors such as that. Really basic grade school stuff which we apparently have forgotten since it's been so long

There is more than one way to skin a cat, or so I've been told. Placing the small holes beyond the edge of the plate is a bit radical, though.

That one is going to take swapping several sketches back and forth and maybe their details will improve.
