It has been many years since I saw that episode but I think it involved the ongoing battle between Spacely's Sprockets and Cogswheel's Cogs. One of them found the survey and discovered that the other guy was over on their property. Eventually it was discovered that they were looking at the plat upside down resulting in the reverse case being true.
