What I did was go to azcentral.com which makes the cookie the come back here then click the link and then it works.

This may not help:
Do not click on email links before seeing what the actual link is. It shows up at the bottom left on IE.

I got the same thing and my take on this is it is a site phishing for info. My cookies are active unless I put the browser in "private" mode. This is IE 11.(something) here.
I received a similar email from a Mortuary maybe a few months ago.
Remember it mentioned my sister and that was just offensive if it was for real.
Don't have a sister, so I began to see it for what it was, a terrible approach with an advertisement.
Noticed that it was not from any local known group and did a search and it was from up north somewhere.
It made me think, WTF, this just ain't cool.
