Did you catch that the object as viewed from earth is 52 micro-arc-seconds in diameter? That's some resolution.

If they can do 52 microseconds why are our total stations only good to 1 second?

Because of the size of their instrument. They are working with radio waves, not light, and combine signals from stations spanning the earth.
