It’s a tamper. Used for aligning and raising track

That machine is why Charlie Tucker says to intersect the tangents when retracing railroad curves.  I think.

The shorter one is a regulator which is used grade the ballast after the tamper has done its magic.  Basically the twisted offspring of a motor grader and street weeper hookup.
