And the money that runs these systems and sites etc was appropriated last year with Last years tax monies......so Why is it that they can develop new websites and shut down what we seemingly paid for already.......the pain is real.....

The cause is more likely due to lack of funding and/or ongoing maintenance of the websites. You can have a website built but it's nothing without management of the domain name(s), web hosting, security, and other ongoing services to keep it online and running. Assuming they do all of that in-house, that would explain why it's down.
