Daylight Savings Time - True or False?

The only time I can tell direction by the sun is 30 minutes after sunrise or 30 minutes before sunset, otherwise I’m totally disoriented.  

@flga-2-2 When you face north your shadow points to what time it is. Or if you know the time, just keep turning until your shadow shows the correct time then you will be facing north.

Was it possible that the sun was subject to government decrees too?
