Got a daughter in the Marines that took the corvette out one time when she was 17, just before she went in the Marines...she didn't do anything to the car, we could just tell she had..little talk, went well. I think that seen as there was a crash involved that you might suggest to her that she may need to start learning how to drive now. That way when she is ready to actually get a license she won't be like 98% of the other drivers on the road ( I am an old deputy ) that shouldn't be allowed behind the wheel. You could find some old roads somewhere and talk to her about the responsibility involved. More people die behind the wheel than any other cause. We had 5 senior high school girls die in a firey wreck because the driver was texting on her cell and crossed the centerline into a tractor trailer....take her on some fire calls with the local fire dept....could go on for ever with advice. Hell just take her out surveying with you, 5 minutes on the side of any road will show her "DRIVERS" !!!

Having raised 5 children I suggest that your daughters future is in her hands.
She will either learn from this incident or it will be the beginning of rebellious few years. We have all done something stupid once in our life! Some of us learn and grow from the experience, as it is a reality check, where as some go off the rails completely, others die or are burdened with young parenthood
Regretfully you must accept that you as parents actually do not know your daughter. Therefore if she has hidden troubles metering punishment could increase resentment.
That said, not metering any punishment could signal a green light to pursue the avenue of illogical abnormal behavior.
I would humbly suggest that you consider taking your daughter to a professional child psychologist for them to analyze the cause of he behaviour. This action alone could be sufficient punishment.
Good luck as parenting is not easy...

I wouldn't worry a whole lot about it. She is okay and that is the main thing. Something tells me that even if you didn't punish her, she would never do such a thing again. She does need to be punished for her actions though.
My oldest, almost 19 now, wrecked two cars before he was five years old. One was the baby sitters vehicle (aunt and uncle) he drove it into a creek.
The other was my moms car, he backed it into our Cherry tree. It wasn't running but he knocked it out of gear somehow and it was parked on a hillside. Good thing mom had her wheels turned or it would have hit the house.
My youngest has continued the tradition as he 'wrecked' a van before the age of five. I was away at the time, and as it turns out the safety feature where you have to push the brake to put the car into gear was broken on that particular vehicle. My wife opened the back door to let him in the back, he ran to the front and hit gear shift. Talk about one terrified mom. She doesn't start the van anymore until he is fastened in. He ran the car into a ditch. Everybody was okay.
