When I do an "edit ~ paste special ~ unicode text" to drop in my report info, or whatever; my "quotes" come in all fat (not phat) like this:
I wish they would just come in as "regular quotes" like here:

Try a different font? I use simplex (with a modified width factor) and I don't have that problem.
To insert a report written in a word processor, I used MTEXT, make a box where I want the text, import the TXT document, then you can set your font style to whatever you like.

I have been using romans font. I switched it to simplex.
That did not help this time.
There is something screwey going on.
It has been happening for a few years. Usually I go through the report in AutoCAD & delete each one and re-type the "quotes" inside the AutoCAD text editor & then they come in normal. But that is a real PIA. So lately I just live with it.
Any other suggestions out there?
Did you try textfill?
I remember a similar problem but it's been a while. Try typing textfill in the command lne and changing from 1 to 0 or 0 to 1.

I wonder if it has something to do with the word processor you are writting your report in. Some word processors insert special chartacters into your text, or "tags" your text with symbols you can't see. Try cutting and pasting your text into some "stripped down" word processors, like "Note Pad", then save it as a TXT file.
Go to AutoCAD, do MTEXT, make your big text box, click "Import", and find your TXT file, and OK.
I've had to go through that before when inserting file created with newer versions of MS Word because MS Word adds all kind of crazy invisible things into docs that doesn't translate well to other programs. Just a thought. If this helps, it probably means your Word Processor and AutoCAD don't get along.
Edit: I checked and we save our reports as ANSI, instead of UNICODE, for inserting via MTEXT. Perhaps something else to try?
