Have had a buddy call me lately to have me set static control for his crews. So, is this something that a lot of surveyors pay to have another guy Do? If you offer it, how do you price? Hourly or by the point/coordinate delivered?

By the project -- different projects, different specs. Providing control for a USACE construction project is a lot different from providing control for a commercial boundary & topo.

Like Jim said, "setting control" can mean a lot of things. So make sure you nail down what the deliverables are before you begin.

It is very common on larger projects to have more than one surveyor (and more than one engineer, architect, etc.) on the project each with specific areas of responsiblity.

20 years ago I left my job running GPS operations for a large CE firm to start a company doing just that. And thus Orion GPS, Inc was born. It made sense back when very few firms had GPS. I also provided pre-design mapping services to a handful of clients. Over time the pure control work dried up. I think the last time I established control for another firm was a couple of years ago. I still do a fair amount of photo control projects.

As for pricing, I just use my standard hourly rate. No discounts given.

Sometimes with considerable overlap. A few years ago I did the control for a levee construction project, and I was at least 3 levels down the subconsultant chain. One of the engineering firms a couple levels up was charged with QC, and they actually sent a field crew out to occupy my control points, run static sessions and measure between intervisible points. I guess they didn't trust my report.
