Ideally the software would allow for multiple queries. So that locating records for a specific area or clients is simple and straight forward.

How much do you want to spend?
One solution - drop job number/name labels onto Google Earth (save the resultant KML file). That combined with a well organized job directory/subdirectory layout in Windows might do the job you desire.
Less than $1000. If it works well and holds up over the years then it??s priceless.
I have one that was developed over the years, never put a price on it, but it does do what you need.
This is the method we use. I even go so far as to create a polygon that approximates the boundary of the property and include a hyperlink to the job folder on the server within the properties of the polygon. Every time I add a new site I do a "Save Place As" on "My Places" and put it on the top level of the job server file structure so everyone else can link to it. I find it very useful to have a graphical representation of the prior projects we've done when working up proposals for new work. Others have posted in the past that there's a limit to the number of places you can add before it starts crashing although I have about 700 in there so far and haven't experienced any problems. If I do I suppose I'll start separating the oldest years out as their own separate files. I'm pretty diligent about backing it up so I'm not super concerned about this if it happens. Plus it's free!!!

We are starting to dig into 30 years of files next month, and hopefully organize, catalog and index them all.

I know the feeling, we have been scanning for a few years now, our program which we've used for a couple of decades did not capture jobs prior to the mid 1990's.
It works best if you set-up the job with it, so it cross-references client name, job number, account number, location. If you are in S35 of TxN, RxW you can look by location for jobs in that section, and of course expand to nearby locations. Same with town/subdivision/block/lots.
It is more of a TimeSheet-Billing software but it serves nicely for cataloging jobs also. If you need to back-up old jobs we ended up giving them a number and filing them that way. There are quite a number of them, it is working, but it's painful, you need to back in the information, go to the computer program tie the new number to the account, then add a job card, but many of our old jobs still aren't in the system.
Good luck, we just couldn't keep the paper anymore, there were stacks of job files in a shed, the garage, our filing room was full, the times 2 didn't have any more room.
