I have posted the same thought on his rationale that he gets from reading a sentence in the 1973 Manual, to support his surveying procedures. The readers can read for themselves to determine if his one sentence rationale is in line with the paragraph he quotes from.
Of course, Richard's myopic viewpoint which enables him to crow-bar every statement ever written to fit into a preconceived notion of his own reality too often requires the statement to be taken entirely out of context and taken much further than ever intended by the author.

I had a mentor, once, that liked to say things that were completely off the wall and then wait and see what your response was. If you disagreed with him, he would say, "You are right Mr. Casement, you have done well."(or something like that) and if you didn't question him, he was like, are you sure about that?
If you read Richard Schaut's post like that, you're a lot better off;-)

Ya, but he does not come back as you describe. He comes back with insults and cannot understand why we don't agree with him.
