Perhaps, but any "saved" water would be used locally to open up more acreage.

What is the flow on your flood in cubic feet per second (CFS)? Someone told me that the DFW Metro area needs about 50,000 CFS. We put a small craft warning on the Arkansas River at 75,000 CFS.
