The bottom line is this. If you knew before the estimate was prepared that you would be expected to pay for that work, then you pay the bill. If they hit you with the invoice without you agreeing to pay for that work, you did not have a contract and you are not legally obligated to pay for the estimate.
I can tell you that this sort of poor communication between business and potential customer is far too common in the surveying profession. The end result is bad for everyone.
