Simple survey reading question

I have no experience reading surveys, but can you please confirm that this shows a wooden fence and chain-link fence 1.2' and 1.5' north of the property line respectively? Thanks in advance!

Why on Earth is everything in decimal feet except the largest print on the page (17' -9")??ÿ That is weird.?ÿ Is this some bastard mesh of attempting to overlay survey data onto a drawing by an artichoke (inside joke)?

Good question. I'm also not in love with the overuse of obscure abbreviations and/or acronyms. Even if there is a legend on the sheet. Linetype scaling is such as to be almost useless.

Yeah the whole document is filled with typos - it's meant to be 8th St. And there is no legend - I know that there is indeed a chain link and wooden fence there, but I wasn't sure about their placement relative to the boundary.
