I would think that it is the same as what I would call "Chief of parties". I wonder (hope) they put the pay range down wrong, like the pay range for a different position.
If I were out of work and trying to make rent, I would work for that pay, but probably not as a stamping PLS.

You are down next to KainTuck. This is up in the NE Corner. Different circumstances. But this bunch may just be cheap (pay scale wise).
