Description
Under general direction, performs field surveys; checks subdivision maps, records of survey, parcel map waivers and other survey documents; and/or performs geodetic survey calculations; and performs related duties as required.
The ideal candidate will have extensive experience in land surveying, either field work, office work or both. This candidate is familiar with various types of surveying equipment, and familiar with computer programs (MS Office Suite, AutoCAD CIVIL 3D, GIS software, or processing/adjustment software such as Leica, Geo Office, StarNet, etc.); is self-motivated, adaptable, organized, and efficient; communicates well both orally and in writing; works well in a team setting and is willing to learn.
Incumbents may be eligible to receive an educational incentive of either 2.5% for an Associate's degree, 3.5% for a Bachelor's degree or 5% for a post graduate degree that is not required to work in the classification. Incumbents may also be eligible for bilingual incentive pay depending upon operational needs and certification of skills.
NOTE: If appointed at the Surveyor I level, incumbents may be promoted to Surveyor II without further examination upon meeting the minimum requirements, demonstrating satisfactory performance, and in accordance with the business needs of the department.
Examples Of Duties
Duties may include, but are not limited to the following:
- Performs field surveys, operates total stations, levels, GNSS receivers, other instruments as part of field survey party; prepares and checks field notes; downloads and processes data;
- Researches deed histories and determines legal lot status for Certificate of Compliance applications; performs record searches, difficult mathematical calculations, time and cost estimates for right-of-way and surveying projects;
- Prepares legal descriptions and maps for right-of-way acquisitions; checks legal descriptions and maps prepared by private engineers and surveyors; plans and directs boundary, photogrammetric, geodetic, precise leveling, and construction surveys; prepares records of survey maps and corner records;
- Performs boundary analysis, investigations, research and mathematical checking of records of survey, subdivision tract maps, parcel maps, various field surveys and special projects for compliance with the Subdivision Map Act, Land Surveyors Act, local ordinances and accepted practices;
- Performs computer aided drafting in AutoCAD;
- May act as Chief of Party on a survey crew during the absence of the Party Chief;
- Performs related duties as required.
Surveyors are represented by the Ventura Employees Association (VEA) and are not eligible for overtime compensation.
NOTE: This class is within a bargaining unit that is subject to an agency shop arrangement, which mandates all Regular employees either join VEA and pay dues as a member OR pay either a service fee to VEA OR direct that an amount equivalent to the service fee be distributed to a qualified charitable organization.
Typical Qualifications
These are entrance requirements to the examination process and assure neither continuance in the process nor placement on an eligible list.
EDUCATION, TRAINING and EXPERIENCE
Some experience in land surveying, which has led to the acquisition of the required knowledge, skills and abilities. The required knowledge, skills and abilities also can be met by completion of a Bachelor's degree in land surveying, civil engineering, or certification as a California Land Surveyor-in-Training, for the Surveyor I level.
In addition to the above stated requirements, the Surveyor II level also requires at least one year of qualifying professional engineering or land surveying experience.
NECESSARY SPECIAL REQUIREMENTS
- Must possess and maintain a current, valid California driver license.
- Ability to work in both an office environment and out of doors, and must have the ability to perform strenuous tasks during field surveys.
- Ability to perform mathematical calculations.
DESIRED
- Computer proficiency, particularly in AutoCAD
- Experience in writing or interpreting legal descriptions
- Experience in field surveying
- Experience in map checking
Knowledge, Skills and Abilities
Working knowledge of:
- the principles of land surveying practices;
- general laws pertaining to subdivision of land and boundary location and retracement of surveys relevant to the County's surveying functions.
Working ability to:
- prepare reports, cost estimates, and analysis of survey work;
- establish and maintain effective working relationships with others and deal effectively with various governmental agencies, private engineering/surveying firms, and the public;
- learn how to operate work related computer systems and electronic surveying instruments.

SUPPLEMENTAL QUESTIONNAIRE - qualifying: All applicants are required to complete and submit the questionnaire for this examination AT THE TIME OF FILING. The supplemental questionnaire may be used throughout the examination process to assist in determining each applicant's qualifications and acceptability for the position. APPLICATION SCREENING - qualifying: All applications will be reviewed to determine whether or not the stated requirements are met. Those individuals meeting the stated requirements will be invited to continue to the next step in the screening and selection process.
NOTE: If there is a high number of applicants who appear to meet minimum requirements, additional comparative screening will be conducted to determine which of the applicants will be selected for invitation to the oral examination. Applications will be evaluated and ranked according to criteria that most closely meets the needs of the department, so it is essential that applicants provide as much detail as possible and answer all parts of the application and supplemental questions.
ORAL EXAM - 100%: A job-related oral examination will be conducted to evaluate and compare participating candidates' knowledge, skills, and abilities in relation to those factors which job analysis has determined to be essential for successful performance of the job. Candidates must earn a score of seventy percent (70%) or higher to qualify for placement on the eligible list.
AN ORAL EXAMINATION is scheduled on or near August 23, 2017 at the Government Center. A verification email/letter will be sent confirming the oral exam schedule and location details.
NOTE: If there are three (3) or fewer qualified applicants, an oral examination will not be conducted. Instead, a score of seventy percent (70%) will be assigned to each application, and each applicant will be placed on the eligible list.
The eligible list established from this recruitment will be used to fill current and future Regular, (including Temporary and Fixed-term), Intermittent, and Extra-help vacancies within the Public Works Agency. There are currently two (2) vacancies.
