If you are attempting to determine actual flood risk you need two things. The most obvious is the base engineering related knowledge and experience. Second is a crystal ball.
Reporting a BFE is a regulatory and insurance function. If you present it as an actual risk evaluation you are misleading your client and inviting liability.
