Found while surveying... and may have something to do with the public water supply system.
It has the word 'shut' on the barrel, and 'open' at the top with an arrow indicating an anti-clockwise direction. Whatever it is, it doesn't appear to have been operated in a long time.

I'm here again to answer my own question. It's a Post Indicator Valve.
