They only use the phrase "mapping" so I think the surveying is implied. Clearly there is political implications but this would be fascinating work no matter your beliefs.
I did an as-built survey of a cemetery near where I work in midcoast Maine last year, collecting very similar data. The town has requested that we locate all headstones along with taking photos of each stone. Back at the office I recorded the information on the headstone into an excel spreadsheet which included a point number that corresponded to a point number on the related plan. The town then used the plan and information to establish where existing graves were and where new graves could be plotted. While not as prestigious an area as the one in your article, it was a pretty interesting history lesson and an interesting way to incorporate surveying into cemetery planning.
