While that may be true, once the application is filed, they are viewable, however, once they receive final approval I believe it elevates their status in that a copy can be obtained through an OPRA request in paper format only. Any unauthorized reuse or alterations to the copies would be considered an infringement to the copy right laws but couldn't be redacted.
