In researching the highway maps in SC we came up with one map that did not have any geometry on it and only referred a Docket Number. A Docket being a Court file, where would you get that and would road geometry be included?

Around here that would be in District Court Records.
TxDOT drawings reference Volume and Page and when the local District drawings show the Volume numbers are less than 241, it refers to District Court Records.
The first 240 Deed Volumes in County Clerk's Office are Letters A thru Z up to A9 thru Z9

South Carolina pls since 1991. The docket number on plans are a reference to the file retained by the right of way dept. And others. Just a descriptor in d.o.t. filing system. Shoot me email address and I will give you name and number of a wonderful lady who will help you with anything. A true public servant. I have sat and waited on her to be available to help me on numerous occasions.

I am dealing with the same issues myself. I have found that the RW agents are very nice, but a drive to the district office is usually needed to go through the paper copies. I have also been told there is a master repository near Columbia with a pay site to access the files, the issue being is the site is pretty difficult to work in.
