Remonumentation of Historic USGS Township Corner

One of two rare 1897 USGS township corners I have found in the Black Hills of South Dakota. It took me three months to get back to this one to remonument it, but now it is ready again.

I am confused as to the purpose of setting a mound of rocks as a witness monument in contrast to setting the alum. pipe IN a mound of rocks? Is that just part of the restoration?

Per Manual of Surveying Instructions - 2009.

4-90. [pertaining to mounds of stone] ...should be not less than 3 feet in diameter at the base and 1 1/2 feet high... The position of the accessory mound is shown in Sections 4-93 through 4-112.

4-96. Corners common to four townships have four bearing trees, one in each section, each marked with the township, range, and section as T22N R17E S1 BT. Mound of stone, south of corner.
