@dave-karoly I wrote the Idaho ROE (stole most of it from Oregon, thank you) in large part to deal with the consultant/agent issue. Our existing ROE for government and transportation surveyors included 'agents'. The contracts nearly universally stated contract professionals were not agents. In the end we got a pretty good deal. Surveyors, occupants and businesses all got a modicum of protection...
