Re-established Township No. 8 North, Range No. 89 West of the ...

I am retracing a Section in the Township named above. I have determined that the Reestablishment was the result of a Suspended Dependent Resurvey authorized by Congress in 1904. The Reestablishment was performed in 1910 and monuments set were dated 1908. Does anybody know where I can find the general rules for a Reestablishment Survey. Some of the monuments were marked differently than described in the notes and I'd like to determine if there is some reason for the markings. Also, the notes describe a N-S and E-W survey of all of the longitudinal and latitudinal lines in the Township prior to the normal survey to determine error.
