I've been through determining ROW for ADA DOT projects. When ADA came on the scene there was no budget for ROW. I was the one who had the responsibility to let the engineers know the project needs to identify ROW and preserve survey marks just the same as any other reconstruction project. The news was not received with open arms. After a few projects where ROW issues held up construction ROW started to be taken more seriously. A licensed land surveyor should must be in charge of determining ROW. It requires the same oversight as any other project that involves knowing where boundary lines and ROW is located. A GIS shows a person where lines might be. MONUMENTS, Plans, deeds, previous surveys, road establishment records, etc. shows a licensed person when they are. More often than not the ADA project seem to be good at disturbing block corner monuments and lot corners. There needs to be a budget for preservation of them. The number I threw out was never taken seriously until after a few projects destroyed monuments that needed the entire block surveyed to replace them. Another item not taken seriously was utility location during ADA planning, but that's for another day.?ÿ

@jaccen Jaccen, thank you for the response. The coordinate itself was collected in the field by one of our survey crews with static GPS, on a SPC (CCS83). My supervisor collected the coordinate information himself several years ago, and he doesn't seem to have an issue with the direction I'm taking the work. Still some snags with some very old maps I'm having to use, but I think I'm making progress.
