Those would need a flashing LED display to really get the attention of the fenceline surveyors and the other folks in a hurry to git'er done. Solar cells and rechargeable batteries would be a good feature.
I'm afraid that would just attract them.

For what it is worth, I have been using pvc lath for about 15 yrs now.
Kind of like a rot proof lath.
And, adjustable length, with PVC cutters.
Problems?
Yeah, well, a few times a client's neighbor has thought the pvc was the corner marker.
This is good, if they are pulling the corner, and all they get is the pvc.
This is bad, if they build the fence, to the PVC a few inches from the corner.
I like to set the rebar flush, and pvc within 2" and use a frost pin to make a pilot hole.

I have seen something identical to this that is pre-made and used in the nursery business to label potted plants and bagged and burlapped trees. Last saw them at a nursery in the DFW area.
When I say they are identical to you sketch, I mean they are exactly identical, a flag type cap molded to insert into the end of a pvc pipe... Try to Google under nurserymens or arborist supplies. Or pay a visit to Lowes or Home Depot in the outside garden department.

I took a quick google and couldn't find the product you mention. Do you have any other clues that would identify its manufacturer?
