As a practical matter when doing a job for the BLM or Forest Service, I will combine my GPS and total station data in StarNet. I will often use a "average project elevation" to reduce to ground distances. If there is very much of an elevation change through out the project the average elevation does not work very well, and I need to use the actual elevations at the end points of the lines being reduced to ground.
