Most of the time, the margin is the back of the bar ditch when its a rural road. When the tract adjoins a state road, they get to the states line. In your case, as defined by the concrete row markers. Some farm roads in Texas have conc mons, but most don't. Most are in easement form. You've done what I would have done.
On the flip side, assuming your state road is owned in fee, nearly in every case,'the road line is a senior line. So in the absence of monumentation defining it, you must give the road its call, either as a senior tract or as the old adage of the road grts its call.

Don't they record some sort of deed or easement? I guess I don't know much about LA state highways, but I would expect there to be something if it is only 30 years old. They had to acquire the land - right?

Have you spoken to the DOT sureyors? Are you sure there isn't a document out there? It seems strange they would have set concrete monuments if there weren't a transfer of property or an easement.
I hope you aren't relying on one description for this assumption without some kind of research.
I have been to all of the DODT offices. Local, district and state.
I know the implied row width from the existing monumentation and Hwy project plans further to the west and east, It is the standard 80' for 2 lane black top.
The dotd real estate 'specialists' have no info on any acquired row. I know that there may be some un-indexed microfilm plans somewhere but if they do not know where they are ..how in the world am I to know.
I have some call along the margin that zigs out into the right of way but it manages to zag back eventually. crazy
It may be a blown call or typo but I looked at it every which way.
There are other parts of the title instrument that are really out of the box and has caused problems for many decades.
