Number dialed did not answer

I had my robot and tsc2 calibrated and they wiped the software and then reinstalled. It came back with Spectra Survey Pro 4.9 with out the GPS/GNSS module installed. They finally gave me the code for it and now I am trying to set up our Trimble 5800 GPS. I follow the information I have and am able to get on the internet with the tsc2 (Enforma modem installed with cingular sim). I then go into survey pro and it keeps coming back with "The number dialed did not answer". I then go into the settings on the TSC2 and the Extra dial-string modem commands box is blank. It appears survey pro is erasing them and I assume making so I can't connect. HELP please
