Good Moring, we have the new certificate but cannot edit it in Adobe Acrobat. Does anyone have LiveCycle Designer that can extract pages 3-9, keep the links and PDf fillable areas, but shorten the PDF file to get ride of all the extra pages?

I tried but I only have acrobat pro. Looked on the FEMA website as well. They used to have them without instructions and also in word format.
I haven't had to fill the new one out yet as the last one I completed was just a week before the new form was released. But, I have opened the new one and just typed in the various fields without any issues using Foxit PDF Reader - https://www.foxit.com/pdf-reader/ You might give it a try and see if that works for you.
I contacted FEMA and asked them to remove the restrictions. I got this in response:

It's kind of an ambiguous response, so I don't know if they're going to do anything about it. 🙁
I have livecycle from year 2009
I have revised the number only boxes to text (one of the towns I work in wants 'N/A' everywhere)
I have removed the cover and instruction pages
I have not tested this thoroughly yet (live cycle had warnings about data etc)
I have removed the digital signature (I use a stamp)
When I try to download from FEMA site,

That is exactly what I found, too. Worthless.
NFIPUnderwritingMailbox@fema.dhs.gov is the address that sent the response.
They do this every time. It is utter BS.
FEMA needs to put out a form that we can fill out, save and print when needed. Make one with just the form, and one with both the instructions and and the form. THey obviously have the software to do this, it makes zero sense to cripple the users of the form like this.
Seriously, I will fill this sucker out by hand and they can try to read my chicken scratches. Maybe they would change their tune and help out some if they could read anyones forms.
